A powerful case for why majority rule—not representation—is the defining feature of democratic politics The idea that democratic governance rests on active self-rule by citizens plays surprisingly little part in current theories of democracy, which instead stress the importance of representation by elected, appointed, or randomly selected bodies such as legislatures, courts, and juries. This would have astonished eighteenth-century theorists of democracy, who viewed universal suffrage and majoritarian voting as the sole criteria for democratic politics. Active and Passive Citizens defends the view of these earlier thinkers, asserting that individual agency is the very essence of democracy. In this provocative and lucidly argued book, Richard Tuck draws on the distinction made by the Abbé Sieyès, a leading political theorist of the French Revolution, between “active” citizens, the electorate, and “passive” citizens, those who are represented by the institutions of the state. Tuck traces our current representative view of democracy to Sieyès and contrasts him with Rousseau, a theorist of active self-rule by the people. Tuck argues that modern theories of democracy have effectively turned us into passive citizens and calls for a renewal of a majoritarian democracy that realizes the full potential of active citizenship. This book explores the roles played by creative and conventional metaphor in expressing positive and negative evaluation within a particular workplace, drawing on interviews with 32 current and former employees of the British Civil Service. Metaphor is often used to express evaluation but relatively few studies have investigated the ways in which metaphor is used to evaluate personal emotionally charged experiences. The volume explores how metaphor serves a predominantly evaluative function, with creatively used metaphors often more likely than conventional metaphors to perform an evaluative function, particularly when the evaluation is negative or ambiguous. The findings provide a deeper understanding of the relationship between evaluation, creativity and metaphor. Examples, including military metaphors and family metaphors, show how creativity often comes through subverting the norms of use of a particular metaphor category, or altering the valence from its conventional use. The study elucidates the myriad ways in which people push at the boundaries of linguistic creativity in their efforts to describe the qualitative nature of their experiences. Demonstrating how metaphor can be a powerful tool for the nuanced expression of complex and ambiguous evaluation, this book will appeal to researchers interested in better understanding metaphor, creativity, evaluation, and workplace cultures.

'What would happen if everyone acted that way?' This question is often used in everyday moral assessments, but it has a paradoxical quality: it draws not only on Kantian ideas of a universal moral law but also on consequentialist claims that what is right depends on the outcome. In this book, Alex Tuckness examines how the question came to be seen as paradoxical, tracing its history from the theistic approaches of the seventeenth century to the secular accounts of the present. Tuckness shows that the earlier interpretations were hybrid theories that included both consequentialist and non-consequentialist elements, and argues that contemporary uses of this approach will likewise need to combine consequentialist and non-consequentialist commitments.

The virtue of mercy is widely admired, but is now marginalized in contemporary public life. Yet for centuries it held a secure place in western public discourse without implying a necessary contradiction with justice. Alex Tuckness and John M. Parrish ask how and why this changed.
